The Agent That Makes The Ad
At Cannes 2026, TikTok turns its Symphony suite into an agent that builds a campaign from a prompt

For years the promise of AI in social advertising was assistance: a headline suggestion here, a background edit there. At Cannes Lions on June 22, 2026, TikTok pushed past assistance into agency. Symphony Agent does not help you make a TikTok ad; given a goal, it makes one, sources the creators, and points you at what is already working.
WHAT ACTUALLY CHANGED
At Cannes Lions on June 22, 2026, TikTok introduced Symphony Agent, a new agentic AI tool, alongside Custom Creator Networks, expanding its marketer-facing product lineup with systems that build and source campaigns rather than merely assist with them. The agent generates whole campaigns from a brief. Symphony Agent combines an advertiser's goals with insights from top-performing content and emerging trends to produce video ads from text prompts, image inputs and video examples, building creative around what the platform's data shows is resonating.
The workflow is built to feel conversational. An advertiser describes brand goals and the agent layers in platform insights and performance signals, then offers examples to explore before a build-your-own step, so the experience resembles briefing a capable junior creative more than configuring a tool. It runs on TikTok's own generative video model. For campaigns built from scratch, Symphony Agent generates video content using ByteDance's Seedance 2.0 model, with built-in safeguards including AI labels, invisible watermarks and content moderation filters.
It spans three existing products. In Symphony Creative Studio, an AI chat experience helps build TikTok ads in minutes; in Content Suite, AI Search lets advertisers describe a creative need and surfaces fitting creator videos from thousands of options; in TikTok One, the agent generates creator briefs, identifies and invites creators at scale, and finds creators who can localize content across markets. Localization is a quietly important capability. By helping brands find creators who can adapt content across markets, the agent addresses one of the hardest parts of scaling social creative globally, producing work that feels native in each market rather than translated, which is exactly where generic global campaigns tend to fall flat.
It is being woven into agency infrastructure. TikTok announced a partnership with Dentsu to integrate Symphony capabilities into Zoyumi, Dentsu's AI-powered platform for media activation, embedding the agent in the workflows large buyers already use. TikTok framed the move around speed from idea to output. Global head of business marketing Isobel Sita Lumsden said the era of passive consumption is over and that creativity on TikTok drives business outcomes at a speed unique to the platform, as TikTok brought 16 creators to Cannes and ran a public activation through the week.
The Custom Creator Networks piece deserves its own attention. Alongside the agent, TikTok introduced a way for brands to build their own curated rosters of creators, turning one-off creator deals into managed, repeatable networks that the agent can then brief and activate at scale. The safeguards are a deliberate part of the pitch. By building AI labels, invisible watermarks and content moderation filters into the generated output, TikTok is trying to pre-empt the trust and disclosure concerns that follow AI-generated advertising, an acknowledgment that authenticity and transparency are themselves competitive features.
WHAT IT MEANS FOR ADVERTISERS AND AGENCIES
Agentic creation collapses the distance between a brief and a live campaign. When an advertiser can describe a goal and receive finished, platform-native video plus matched creators, the production bottleneck that kept many brands off TikTok at scale largely disappears, which widens who can advertise well there. It changes what scarce creative resource is for. If the agent handles first drafts and variations, human creatives are freed to set strategy, guard the brand and craft the ideas worth scaling, so the advantage shifts to teams that direct the AI well rather than those who simply produce more.
The creator economy is the deeper context. As more brand budget flows to creators, tools that make creator discovery, briefing and collaboration faster become strategically important, and TikTok bundling generation with creator sourcing positions it to own more of that workflow rather than ceding it to standalone influencer platforms. The creator dimension is the genuinely TikTok part. Symphony Agent does not just generate video; it sources and briefs real creators and, through Custom Creator Networks, helps brands build ongoing creator relationships, which keeps authentic, creator-led content at the center even as production automates.
That blend is the real differentiator. Pure synthetic video is easy to produce and easy to ignore, while creator-sourced, creator-briefed content carries the trust that makes TikTok work, so an agent that combines generation with genuine creator activation is better positioned than one that simply manufactures ads at volume. Generated video at scale demands brand discipline. A model like Seedance 2.0 can produce endless variations, but volume without standards risks off-brand, samey output, so the safeguards TikTok built in matter and so does a brand's own creative governance over what the agent ships.
It accelerates an industry-wide shift, not a TikTok-only one. Meta used the same Cannes to launch an end-to-end creative tool and a Creator Marketing Hub, and the major social platforms now all offer automated campaign tools, so agentic creation is becoming the default expectation across paid social. Authenticity remains the currency that decides outcomes. TikTok works because content feels native and trustworthy, so AI-generated ads succeed only when they preserve that feel; the brands that win will use the agent to move faster without losing the genuine, community-rooted voice the platform rewards.
It also lowers the barrier for smaller advertisers in a meaningful way. A brand without a large creative team can now produce platform-native video and find fitting creators from a prompt, which broadens who can compete on TikTok, even as it raises the bar for standout, genuinely creative work for everyone. The measurement question travels with the speed. Producing far more creative, far faster, only pays off if brands can tell which variations actually drive incremental results, so disciplined testing and outcome measurement become the constraint that turns volume into value.
The agency integration changes the competitive picture too. By embedding Symphony into Dentsu's Zoyumi platform, TikTok ensures its agent reaches the large buyers who control significant budgets, which both accelerates adoption and raises the bar for brands that want their TikTok work to stand out in a feed where AI-assisted competitors are producing more, faster.
FROM ASSISTANCE TO AGENCY
TikTok's Symphony Agent does not help make the ad; it makes it. The advertiser's edge moves from producing creative to directing the agent and guarding the brand.
WHAT WE WOULD DO ABOUT IT
Use the agent for speed, govern the brand. We use Symphony Agent to generate and test creative fast while applying firm brand and quality standards, so automation expands output without eroding the brand it is meant to build. Keep real creators at the center. We pair the agent's generation with Custom Creator Networks and genuine creator partnerships, so a client's TikTok presence stays authentic and creator-led rather than purely synthetic.
Test relentlessly, scale only what works. We treat the flood of generated variations as a testing opportunity, measuring incremental performance and scaling only the creative that genuinely moves outcomes. Anchor speed in community. We use faster creation to show up more often in culturally relevant, community-first ways, turning TikTok's velocity into genuine brand affinity, the heart of CAC to Community.
